Pretty sure this was along the Vester Voldgade, looking across the square towards Tivoli gardens.
The bikes are covered in advertisements, have little maps attached to the handlebars and are free to ride.

The central motif is more or less the Coat of Arms / seal of the city of Copenhagen. It depicts the castle built by Bishop Absalon in 1167 which marked the founding of the city.
